By mail
Every registered voter is mailed a ballot automatically.
All Hawaii elections are vote-by-mail. You can still request a one-time absentee ballot if you will be temporarily out of town during a specific election.

What counts as ID
If you've voted in Hawaii before, you don't need to provide ID to vote.
If you're a first-time voter who registered by mail, and didn't provide a copy of your ID when you registered, you will need to show ID to vote. Acceptable forms include:
- current and valid photo identification
- copy of a current utility bill, bank statement, paycheck, or other government issued document that shows your name and address
Voters without ID: If you are unable to provide ID, you will be able to vote a provisional ballot. Your provisional ballot will be counted, as long as you are otherwise eligible to vote.

Hawaii lets you pre-register from age 16, so you are on the roll the moment you turn 18.
Who can register, and what you need
To register in Hawaii you must:
- be a United States citizen
- be a State of Hawaii resident
- be at least 16 years old (you must be 18 years old by election day in order to vote)
- not be incarcerated for a felony conviction
- not be adjudicated by a court as "non compos mentis"
Which primary can you vote in?
You are NOT required to register with a party to participate in Hawaii partisan primary elections.
