How to cast your ballot

By mail

You need one of these reasons:

  • I am in public service of the United States (U.S.) or the State of Delaware, or I am a citizen of the U.S. temporarily residing outside the territorial limits of the U.S. and the District of Columbia, or such person’s spouse or dependent when residing with or accompanying such person, or absent from this State because of illness or injury while serving the armed forces of the U.S.
  • I am in the armed forces of the U.S. or the merchant marine of the US., or attached to and serving with the armed forces of the U.S. in the American Red Cross or United Service Organizations.
  • Due to the nature of my business or occupation. This reason also applies to - persons providing care to a parent, spouse or child who is living at home and requires constant care, - students, and - otherwise eligible persons who are incarcerated.
  • I am sick, or temporarily or permanently physically disabled.
  • I am absent from the district while on vacation.
  • Due to the tenets or teachings of my religion.
  • I am otherwise authorized pursuant to the Federal Uniformed and Overseas Citizens Absentee Voting Act to vote by absentee ballot.
  • I am otherwise authorized by federal law to vote by absentee ballot.

What counts as ID

You will be asked to show ID to confirm your identity and residency when voting in person in Delaware.

Acceptable forms include (but are not limited to):

  • Delaware driver's license or state ID
  • US passport
  • Social Security Card
  • Signed polling place card
  • Signed vehicle registration
  • Signed credit card with photo
  • A similar document that identifies the person by photo or signature

Voters without ID: If you are unable to provide ID, you will be asked to sign an affidavit of affirmation that you are the person listed in the pollbook.

Ways to register:

Delaware lets you pre-register from age 16, so you are on the roll the moment you turn 18.

Who can register, and what you need

You may register to vote in Delaware if you:

  • are a United States citizen
  • are a Delaware resident (Delaware is your home)
  • will be 18 years old on or before the date of the next general election
  • have NOT been adjudged mentally incompetent (adjudged mentally incompetent refers to a specific finding in a judicial guardianship or equivalent proceeding, based on clear and convincing evidence that the individual has a severe cognitive impairment which precludes exercise of basic voting judgment)
  • have NOT been convicted of a felony, unless you have completed your sentence
  • have NOT been convicted of a disqualifying felony, or you have been convicted of a disqualifying felony and you have been pardoned

List of disqualifying felonies include:

  • murder or manslaughter (except vehicular homicide)
  • any felony constituting an offense against public administration involving bribery or improper influence or abuse of office, or any like offense under the laws of any state or local jurisdiction, or of the United States, or of the District of Columbia
  • any felony constituting a sexual offense, or any like offense under the laws of any state or local jurisdiction or of the United States or of the District of Columbia

You are required to register with a party to participate in Delaware partisan primary elections. You should register with the party whose primary you would like to vote in. Please note that only registered Democrats and Republicans may vote in Presidential Primary or State Primary Elections in Delaware.
